论领导干部素质提高的途径和意义

摘要：领导干部的素质跟国家强弱和民族的兴亡密切相关，党的十七大报告明确提出要“继续加强党的执政能力建设，着力建设高素质领导班子。”“不断深化干部认识制度改革，着力造就高素质干部队伍和人才队伍。”这些论述无不表明，我国中央政府开始意识到，要从马克思主义党建理论的高度，进一步加强和改进领导班子和干部队伍建设，并对我们各级领导班子、领导干部都提出了新的和更高的要求。本文首先论述了领导干部素质的内涵和特征，其次讲述了目前领导干部素质所存在的问题，并提出了领导干部素质提高的途径以及新时期领导干部素质提高的重要意义。
