居家养老护理员培训项目实施计划

一、 项目背景

I. Background

21世纪人类面临的老龄化，已被社会学家称作“前所未有的”社会问题。上海的人口老龄化呈现出“程度高、速度快、高龄化突出和纯老家庭、独居老人较多”的特点。据预测20年后，上海老年人口将达到400万。

The 21st century has witnessed the aging of the population, which has been regarded as an “unprecedented” social problem by sociologists. The aging of the population in Shanghai is high in degree, fast in speed, old in age and considerable in the number of senior families and solitude. It is estimated that the senior population of Shanghai will reach 4 million in 20 years.

据市政府规划，在“十一五”期间（2006—2010年）上海将逐步形成“9073”的养老格局，即90%由家庭照顾，7%享受社区居家养老（照顾）服务，3%享受机构养老服务。目前上海已为13.5万在社区养老的老人提供服务，今年将增加到17万人次，到2010年，享受社区居家养老的人数将扩大到25万人；同时养老机构的床位也将增至10万张。

According to the Municipal Government’s plan, during the “Eleventh Five-year Plan” (2006 - 2010), Shanghai will gradually establish a pattern of “9073” to provide for the aged. That is, 90% of the senior citizens will be supported by the families, 7% will live out their lives without leaving their communities, and 3% will enjoy their life at homes for the aged. So far, Shanghai has provided services for 135 thousand senior citizens in their communities and the number will reach 170 thousand this year. By 2010, the number will have been expanded to 250 thousand and the number of beds at homes for the aged will have also been increased to 100 thousand.

从目前上海老年人口快速增长的现状和老年照护的模式来看，急需培养一批养老服务专业队伍，以满足老年人护理的需求。面对200多万的老年人口，上海现已在养老机构和居家养老岗位上从事养老护理工作的人员不足5万，该部分人员中外来务工人员比例高，目前培训的覆盖面约占了60%，另一方面由于每年新增养老床位及居家养老人员的增加，养老护理人员也有较快的自然增长，但培训工作远未跟上。为此，加快养老护理人员的培训，尤其是居家养老护理人员的培训已成为当务之急。

In light of the current situation that the senior population is growing fast and the mode of providing for the aged, it is urgent to foster a professional team to provide services for senior citizens so as to meet the need of nursing the elderly. Faced with a senior population of over 2 million, Shanghai has less than 50 thousand nurse attendants providing for the aged in nursing homes and communities, among whom most of them are migrant workers and only 60% of them have received training. On the other hand, due to the annual increase of beds in nursing homes and communities, the number of nurse attendants is also on the rise. But the training is a far cry from meeting demands. Therefore, it is quite urgent to accelerate the training for nurse attendants providing for the aged, and the training for those nurse attendants at home in particular.
